Written by Tom Laviolette, Coordinator of the Carnegie Community Action Project, to Ben Fong, Plan Checker at the City of Vancouver Planning Department, this letter points out inconsistencies between development proposal plans submitted in 1995 and plans submitted in 1997 that directly benefit the owner (Fama) at the expense of previous promises. It requests more community amenities, and concludes with the following statement: “It is the responsibility of the Development Permit Board to ensure that in their effort to ‘revitalise’ the Downtown Eastside that it is not at the sacrifice of displacing the existing low-income community.”
