This document gives a very basic outline of the changes in the development proposal from 1995 to the development proposal in 1997, and provides a simplified analysis of the changes in the neighbourhood around Woodward’s in those two years and the neighbourhood’s perspective. It also contains sections of the development proposal from 1995. There is a mention of possible gentrification as a result of the development, and the Victory Square Policy adopted by Council on March 27, 1994.
